4140 is a good material, but more difficult to weld (properly!) than mild steel. I would be inclined just to go for steel CDS tube as used for cages & frames. By 'converters' do you mean the vaporizer? Or are you running gas injectors? The diaphram in the vaproizer does eventually become stiff and it becomes a right PITA to set up, let alone tune it. The chassis tend to rot from the inside more. Best bet on the inside is Waxoil or similar. Painting the outside looks nice but is less critical other than in the obvious mud traps.
