If it's going to stay a road car I'd suggest swapping lift out for 2". At best you might need a set of castor bushes. As the car sits it will be a cop target unless engineered and to get it to that point your looking at close to $1K give or take before the $1.5k for the engineer cert cost.

Second time was it on lpg or petrol and if petrol have you tried starting it on lpg since? I would look at bypassing the lpg relay.

You still got the pajero? I wouldn't think its possible to change the actuator without basically building a whole new locker. If your open to a Chinese copy I would just go the arb as when a Chinese one fails it will take out the whole diff center and no warranty. Is there not a factory option for ...

Be sure to say year model when purchasing lift, 91 models had different springs to rest. 2" is legal so with some bump stops neg 22 rims and 4" shocks you could be on a good combo. There is a really good group for 80 series on stalk book if you have it.

Max engineerable is 4 inch plus 315/75/16, after that the headlights are above the 1200 allowed, they will scrub at full flex but can be fixed with neg offset rims and bump stops. Have seen them under 2 inch lift but would scrub like a bitch. Suspension Stuff flexi 3 inch lift is another good kit ...

$1000 I payed $520 a tyre 315/75/16 and if I can afford will be again when time comes. Jump on it, you won't look back. Only negative is they do wear quicker than my Coopers i had previously but leaves them for dead as far as traction goes off and on road.

Another option, pick up the ifs hubs and rebuild with cromo 30 spline gears, prob still cheaper than buying new.

Different splines on cv end I think ifs is 27 and 80 series are 30. Easy way to find out, if he has a cv lying round take a drive flange and see if it fit.

Apparently 60 series ones are stronger. Hilux ones would be out of solid front.

I've got a 93 80 series running hilux freewheeling hubs with no shim needed. From what I understand the later models cv's are longer and foul on hub. The cv's can be cut and circlip groove re-grooved.
