The way I do the start order has been the same every year, this year was hard because we got so many entries so quick. This is the rule regarding stops. You will get 6 stops per stage ( which includes stopping for any reason at all ) for a car on 37" tyres, 40" tyres -1 stop, 42" tyres -2 stops ...

The first 10 entries recieved got to pick where they started, everyone else went in the hat the the positions they didnt take.
