The electric fan will also put a large load on the alternator which may not produce enough current to offset this.
Also, as burnse said, the engine driven fan draws a LOT more air through the radiator than a electric fan ever will.
This is needed in hot climates, such as malaysia.

that has been butchered hasn't it!! It is a overboost pressure relief valve that i believe is supposed to open at about 15psi. factory boost is about 12 psi. this can be adjusted by shortening the wastegate rod. check the carby as it might have some dirt in the jets, the float level might not be right, or it might be sucking in air.
