An XJ is a quite capable truck .. with 2 inches of lift and 31's your with in the legal requirements of most states and shouldn't ever have any legal issues.

Pretty certain 100% of the TJ wranglers landed in australia with Dana 30's in the front.
The JK's also have the Dana 30 with the JK Rubicon getting the D44 front.
Jeep XJ's also run a D30 front from memory.

Getting to 33's is a pretty easy task ... 2 inch springs & shocks / 2 inch body and your sorted .. so like 1000 or there abouts.

Yeah thats a result of the panhard.
You can get adjustable panhards to correct this.

I think daily driving a TJ with 35's will be a hard sell .. pending how far you drive and the state your in.
I bought my TJ new in 2000 so have no idea about costing's today.
I'd go for a 2000/1/2 model as they had better exhaust manifolds and few other neat mods ... though if the truck's ten year ...

Certainly sounds like a diff / axle issue .. I'd start by pulling the diff cover .. should give you some insight into whats going on .. if all looks good there .. it could be a snapped axle.

Disconnecting the sway bar offroad will add to your flex, be it your front and or your back.
I wouldn't drive it onroad with out them as it's illegal and also the freaking truck handles like a boat if you do.

15 inch rims wont fit on a JK... break assemblies too big.
JK's run 35's pretty easily so I'm guessing 3 inches and 33's should be a breeze.
Tyre width is a matter of what you can get under your guards .. 12 inch shouldn't be impossible.

Second hand is going to vary... you could have a look at the classifieds on ausjeepoffroad.com and see what recent sales of rims have been like. Though your likely only to see JK's with the 16 inch rims.

If you run a 10 inch wide 33 inch tyre you can get away with 7 inch wide rims.

First up .. Sunny Coast has a pretty good jeep club .. look em up .. good bunch of guys.
Tyres ... generally .. normal street tyres or AT (All Terrain) tyres are good on the sand .. much more agressive and your likely to be digging holes.
