1999 was the first of the TD5s, I never buy the first of any model as they often fix the problems after they release them. This isn't just a Land Rover thing. There are lots about, but like anything look at the general condition as well as the service receipts, don't just go off stamps in the book ...

It sounds like the layshaft. They were a problem on 2As especially if you fitted a bigger motor or bigger tyres, (I fitted both). Like the others said try the AULRO forum, might even find a gearbox for sale.
