The video is specific on heat application to very conductive rims, with a closed environment, but with available fuel, oxygen and a heat source, that then causes a temperature rise ...

1HZ with a properly setup turbo runs sweet, mine is a Turboglide Garret I bought 2nd hand, knew its history, fitted it myself, dfitted a 3" mandrel exhaust, pryo guage and boost guage, all up just under $2800, currently running 9 psi, been dyno'd, just watch and drive by the exhaust gas temperatures ...
