Tyre size. Does 245/70/16 equal 31/10/15 ?

I have the 245/70/16's on my MU but thinking of putting 31's on it but not too sure of size variation. Are they roughly the same?

245-70/16 is close enough to 30x9.5... actual: 29.5"x9.6"
