Pipe size is determind by engine capacity. What is more important is the type of muffler and how many you use. Ideally I would fit a 2 1/4 system with ultra flow type muffler, fibre glass packed muffler (straight through). Being turboed, the turbo it self tends to quieten the exhaust. If you find that the exhaust is too loud or has a drone noise add a straight through resonator at the back.

With a turbo if you can handle a little noise the bigger the better - within reason. There is no need to keep it small for backpressure like a N/A vehicle.
I have driven a Shorty NL 5 speed with 2.8Tdi, huge front mount intercooler, 3 inch exhaust & 15psi. Exhaust note was neat, turbo note through 4 inch stainless snorkel was even better. It felt very willing to pull at low rpm but is desperately crying out for more fuel... A chip for the pump is on its way - then watch it fly.

It was not intrusive inside and was not loud at all but I couldn't tell you what mufflers it had.

He chased me up a long climb on road, was keeping up nicely too, it was only as I was into the sweet spot (4000rpm in 3rd) that I was gaining, we have both done the 4.9 diff swap.
