Lol ok its dodgy, but this is the issue:

Thermo fan turns on at the right temperature, but does not turn off when the temp drops quite substantially... But if power is killed to the relay and switched back on (when at a LOW temp) the thermo won't turn on until it is at the right temp to start up again...

How do I make the thermo turn off when it cools the radiator sufficently?

Could it be a dodgey temp switch?

Or is there something wrong with relay?

Try a different relay, it's easy to change and will help the diagnosis process

Just changed relay, same deal...

Yeah, very strange... Also when car gets turned off, the thermo keeps going.. But, (LOL) when it has cooled the engine down sufficeintly while it was not running and the engine is restarted, the thermo turns off...

Its like if there is enough voltage drop it will 'reset' the temp switch.

I've got a similiar setup in my Ford Crossflow G60. I was looking at mine as I have a problem as well. But I think mine is related to low battery which is charging as we speak.

What I have is

1- 12v "+"ve going to adjustable relay.
2- 12v "+"ve from relay to thermo fan,
3- 12v "_"ve from fan to earth
4-12v "-"ve from relay to ground.

Mine is not turning on when the engine is hot, note my alternator in dead and I think the battery is not high enough. However have tested the fan and all ok,

Yours sounds like either the relay which you have changed so must be ok 99% i would check you thermstat. If you want to cut it off just place a switch on the 12v "+"ve to the relay or fan. This is also good for water crossings so you can turn it off as well.

If it ain't the relay, its the tepm switch, keep in mind, they usually have a switch on point AND a switch of point, e.g. on at 92 and off at 86

what does the temp switch opperate on? positive or ground? Does it ground when at temp ? let me know and ill draw you a wiring diagram.

is it a new install or is it just playing up

were are the hose inlets and outlets etc in relation to the sensor
