Yes you can replace parts: start with replacing the winch for a better one and save yourself the headache.

Dude . .

Post a pic of your winch to see the design .. but anycase all drum brakes are the same ..

It's a load spring inside the drupp, you need to disarm the winch, and see what hapend ..

The function it's pretty simple .. when the drup try to move woth out gearing box there is a sping that compress 2 " brakes " in crescent form that go to make friction with the internal surface of the drum ..

cheers "tapage" i'll post a pic this arvo, so if the inside was filled with mud and shit, would that inhibit the amount of friction created and make the brake less affective???
thanks

yes, these winches aren't sealed so theres a good chance of rust and mud in there that could,
A. prevent gripping of the brake to the drum
B. cause the cams on the brake to seize and not open out into the drum, pull it apart, clean it all, new grease in the gearbox, drill and tap breathers in and seal it up with silicone.

most are distributed from a place in toowoomba, maybe try them for parts, or a warn brake may fit as the Chinese are basically trying to copy them anyway.

as for getting a better winch, yeah if you can afford it, i went from an aldi to a high mount, wont go back but the aldi is still going, and gets you out of trouble. (slowly!) if they are serviced and looked after. i wouldn't comp with one but if you only use it once or twice a year then keep it until it breaks!

its only a couple of years away ( if they are not already manufacturing the parts) for all winches to be made in china.

better get used to it :)
