depends if he wants it for incase type frontal protection or he wants to use it in anger shunting rock ledges etc.
if he wants to do the later i would buy a steel but this is hardly the sort of like the 4 runner it self is suited to:P
alloy usually look neater and are lighter.

My Paj has a steel bar, was on it when I bought it 7 years ago. For about 6 years it's also had a second battery under the bonnet, and it's still running the original torsion bars. i wrapped the front end of my 80 around a tree at full acceleration in 2nd gear about 60ks, it wrapped the rhs of the bar around the headlight/guard and bonnet, a little chopping on the bar and rewelding and a new bit of pipe and it was all good (pity about the rest of the 80 but if it was a alloy bar i figure it would have been a writeoff.

Alloy is prone to fatigue and might protect for the one big hit because it absorbs energy well, but for lots of little knocks like a 4WD gets it will fatigue and stretch the mounting holes out.
