Once cj has given you the package length I would suggest that you decide if its going to be legal or not.
If so, go talk to an engineer as early as possible - before you spend money on "stuff" and IMO its going to be an expensive process so budgeting and planning up front will help minimize the nasty surprises.
I am sure cj, mugginsmoo or gwagensteve will be able to direct you to a knowledgeable engineer and perhaps give you some cost indication.
