2H power problems

G'day all im getting a turbo fitted by mike vine in brisbane and hes come across a few problems with the 2h motor.
The engine was rebuilt about 40k ago by the previous owner a don kaytt rebuild, the issues that hes mentioned to me are that the engine has too much compression / too high out of spec and that the power out put is way low about a third 40hp.
Just wanting to know have any of you guys found these sort of problems before and how did you over come them.
Currently all filters have been replaced valve clearances checked, injectors are ok and the pump has been taken out and is being tested.


Also checked the archives on 2h motors, thanks for the read guys.
