Hey, just searched (yes i did, and the search came up with nothing at all)
Question is im going to cage my Hi-Top soon and want to know if anyone else has done it to their hi-top? obviously the bars have to go through to top of roof but i've never seen it before and my welder wants to know if anyone has done one to get ideas from.

internal or external?
are you wanting the case to stop panel or occupant damage.
The easiest would internal, and just run a 4 point half cage running behind B pillar back to rear door using squash plates to floor and then from under the floor to chassis like MART has done.

Why are the passengers feeling unsafe? Is it driving style, type of terrain or woosy passengers? Are there other things that might make the car more capable and therefore less scary like better suspension, gearing, lockers?

If you are doing anything where you think you need a cage I don't think you should be carrying (rear seat) passengers. There is no support.
An exo might be legal if you call it a ladder rack or longboard/surf ski rack.
Not many exo's actually go into the car. They are normally ALL outside. Your question sounds like you want internal bracing???
If you could explain a bit more exactly what you want/need we could help more, possibly with a design.
Post a 3/4 shot of your car and we'll draw on it.

I realise you said you wanted an internal cage but heres an idea that might work for you because you have a High-top.
The fat blue lines in pic below are external and the thin blue lines are internal. Keeping most of the barwork inside and just having the windscreen posts exposed will save you having to cut the dash.
The rear part can be just the normal hoop with two backstays.
Gwagensteve did a cage a while ago that went down through the cowl, behind the door hinges. Brilliant use of otherwise empty space..
I'll see if I can find the pic.
