jonno, what do you mean it stays on for 20 seconds? is that the light on the dash or the click you can hear under the bonnet?
i too have a BJ73 and i need to glow it 3-4 times when its cold.
ie: ignition on, wait till light goes off (5-6 seconds), then ignition off and back on (3-4 times).
pain in the !! i have replaced glow plugs, still the same.

I have this system, having said that I would have thought 20 seconds would be heaps of time. I only wait ten and the old 3b roars into life.
