ADR13 give positioning requirements of:
7.3.4. Position
7.3.4.1. In width no individual specifications.
7.3.4.2. In height: no individual specifications.
7.3.4.3. In length: at the front of the vehicle and fitted in such a way that the light
emitted does not cause discomfort to the driver either directly or
indirectly through the rear-view mirrors and/or other reflecting surfaces
of the vehicle.
While there are no height restrictions tha lamps must be fitted to the front of the vehicle. Now the RTA uses the ADR's as its basis for its own vehicle regulations, it may have its own in service regs but I dont think they say this.

What they say & whats written can be two different things. Like I said, where is it written, if its not then what people say is useless.
I said this in the Rocky V6 thread a wile back where someone took a persons word (empolyee of the local department) & then got their wires crossed. It pays to know & understand the legislation before you do anything as even the people who work in the departments dont understand everything minute detail that is in their legislation.

a mate took his car for a pink slip and the bloke ripped out teh wiring before he gave him the pink slip.
my mate seen this and went apeshit as he spent heaps of time on wiring the roof lights.
so he got a letter from the RTA specifying that they are indeed legal and then handed it to the meechanic that gave him the pink slip. The mechanic re-wired up the lights.

They were legal a few years ago
I was making a relay set for a local 4x4 shop
the requirments were that they could not come on with the high beam but they had to go off when the high beam was dipped.
so basicly when you put high beam on you use a momentary swich to turn to top lights on, when you seen an on comming car you dip your high beam and all driving lights and top lights go out. to get them going again first the high beam is turned on and the you push the momentary button to make the top lights go.
simple and it kept everyone in this area happy
