Actually the 16v 1600 head is a far better head in pretty much every way than the 1300 GTI head.
It has better rocker to valve geomerty, better flow rate's, less sucpetable to cracking the list goes on.

Carb ir EFI ?

EFI, if your going to do it go the whole hog and do the 16v, The 8v head the 1.3 is no real difference to the 1.6 8v head. The valves are marginly bigged on the 1.6 head,
l feel that the 1.3 may sacfrifice some off idle grunt with the bigger intake valves (lower intake velocity)

The 1.6 definatley seems to benifit from smaller intake valves (for off idle torque)

That all depends on induction.

I fyou want to run carby, the 8V head is easier as there is a ready to go carby manifold.

If you want to run a 16V carby, you'll be making your own inlet manifold. Sounds easy, but you need to take into account the water neck for the thermostat housing is also on the inlet manifold.

There is a 16V Throttle body manifold which is like a carby mount, but it's from a swift so water neck is also in the wrong spot.

If you want to run GSXR side draft carbies or something, go crazy, but if you're keeping it sane, stick with the 8V head for carby and 16V head for EFI

99% of 16V heads will come with the manfolds attached so I'd be looking to go EFI anyway, you'll never look back. Carbies suck.
