Where should this fuel pump hose go?

There is a steel pipe coming from the bottom of the fuel pump in my 1.3 Sierra, which has a short piece of blocked hose attatched to it.

It appears to be leaking past the blockage. Should this have a hose which actually goes somewhere? or should i block it off properly?

I have seen a couple of other 1.3 fuel pumps which dont have the short steel elbow coming from them, just a hole.

thats the drain for the oil/ fuel when the fuel pump shits itself. time for a new fuel pump, or fire extinguisher.

it could yes, if its leaking fuel it won't be sending enough to the carby and or not pumping enough under high load.
