I'm after a Cheap and small (around 20L) fuel tank for a buggy. It needs to be tall and narrow, but I can't seem to find anything to suit. I once turned an 18L air tank into a fuel tank, but can't seem to find any at the right price.

Sounds like an old post-mix (corny) keg from the older style soft drink machines would possibly suit your needs. Hold around 18-20L and are around the right diameter. Thinking about it, you could even use compressed air pressure on the "gas" connection side to force fuel out the side with the spear on it.
Don't know if this is really what you had in mind but just a thought anyway.
