In burn outs the heat application is external on the tyre, and disipated to the atmosphere and road surface.
The video is specific on heat application to very conductive rims, with a closed environment, but with available fuel, oxygen and a heat source, that then causes a temperature rise internally that can start a pyrolosis/combustion process of the internal materials of the tyre, which are different to the rubber material of the tread/external carcas.
