Power steering problem

I have a standard Maverick (at the moment), the steering seems too heavy, I've checked the belt, fluid and both are OK. Could it be the pump (it isn't noisy), how can I find out?

Up tyre pressures to about 35
heavy at idle thats how they are.
Put Moreys conditioner in power steer fluid. About 1/2 pint
