go to a refrigeration / airconditioning supplier (ie. - Lovelocks, Actrol Parts or Kirby) and buy some sheet bradlex in 19mm thickness. Use this on the floor and firewall.

Heat shield tape on the exhaust... I did this on my last car that had extractors and the floor no longer even warmed, you could even lay your hand on the headers while the engine was running... It also made the running temp drop 8 degrees.

Just wrap it further down under the floor to keep the cabin cooler.

Sorry if this sounds like really stupid compared to some of the clever ideas so far but is there any chance your heater tap is stuck in the open position? If its got nothing to do with the heater then I'll probably go with siliconing the doors up and filling it with water like the other bloke said. :D

Hell Yeah - Got stuck on the freeway and it was absolutely p!ssing down, you know, when it's that bad you can't see the car in front. Wasn't too bad in the front seats, went over the top, but the boys in the back got farking soaked. :P

Still don't have a roof. While unregistered, seats and carpet out, the inside gets a wash everytime it rains.
