Motor starts after a few goes, idols perfectly, try to rev it and it goes good up to approx 1500 - 2000 rpm, then it coughs, splutters, tries to back fire and tries to stall, lift foot off go pedal and it comes back to idol but then it is hunting up and down in its idol revs. Oh and you can smell the fuel which means over fueling to me.

sounds like it losing spark what are your plugs like pull them out and see what colour they are they could be fouled or just not getting spark. not to sure on the engine but it could be a coil or crank/cam sensor. or in the dizzy. but ild check the plugs first the change them if the black or sooty them try it agian
HZJ73, lifted, crawler gears, double locked, sitting on 35's
I have no idea what type of engine you have GUTS but when i had my street cars,i had a similiar sounding thing happen to me,i was running a Mallary duel point dizzy. Problem ended up being in the dizzy, pulled the duel point out put a stock dizzy in and went OK.
Another thing silly i know but check to see if all plug leads are on.

2001 100 series stock as a rock
Given you have just put the Lexus in start by checking you have good earth straps on the block as well as the chassis, battery terminals, check the coil packs are all secured nice and tight, then check plugs etc. also check all the sensor connections are clicked in properly and make sure there is no moisture in them. Does the computor have an earth wire as well ? some do.
I know this is basic stuff but it can be overlooked some times.
Good luck.

Guts,
Is it factory ECU? If so, which car is the motor out of?? A mate has a 1UZ/auto out of a 1991 Celsior (LS400 here) in his MX83 cressida. It has factory wiring and ECU. When either in park OR neutral, the ECU will not let the motor rev past 1500-1700rpm, and it sounds exactly as you have explained it. The neutral start switch also incorporates an rpm triggered switch that cuts the spark when trying to rev in neutral/park. This is so the Japs couldnt do the old "neutral-5-drive" trick, and destroy the electronic autos. If the neatral start switch to the ECU is not bypassed when hooked up to a manual box, what you are explaining is exactlry what it will do
If you have an aftermarket ECU, then disregard what i just said

Could possibly be the oxy sensor in the exhaust. The hunting up and down at idle is what happens when they fail and also the over fueling as the computer goes into full rich mode as it can't get a proper air/fuel signal any longer.
It's probably one of the cheaper things to change if that is the problem.

You do have the intake pipe between the Airflow Meter and the intake dont you?
This guy i know was trying to get his buggy going and it was doing similare things. He said to me all the wires were hooked up right. I went and had a look and he had the Airflow meter just sitting on top of the motor with no intake piping hooked up to it. Ask Adrian about it im pretty sure he was there
Make sure you have no Air Leakes after the Airflow meter.

Its all ok, got a new AFM today and it now works sweet as. I had to drive to Melbourne and back and the only one I could find cost me $300 but I don`t care as now my hilux IS going for a drive. We were leaving today at 2pm, now we are leaving tomorrow morning about 6am.
Thanks everybody for your help.
Oh and I find a 2uzfe in a 100 series with only 10,000kms on it, they want 9g for the motor loom computer etc. I`m thinking 80 series
