does it only do it wen the motor is cold Dan ??? maybe it is just keeping the plugs hot on startup so that the motor can start up and gett running easily ???

sound like the glowplugs thermostat [or whatever controls them] cutting the glow plugs in until the motor warms up enough to keep them off.

I'm assuming it's a diesel - the Glow plug timer receives infor from a number of sources - water temp is one of them. During the cooler months, of course the timer will remain on longer to heat the plugs - run a test light on the plugs to see if the timer shuts off after a time. Also check the continuity of the plug to see if it's stuffed. The timer will light the plugs up everytime you start the vehicle, hot or cold.
Built, not bought.
