Hilux low beam not working

Mate has just bought a 85 Hilux and we are getting to a stage so he can get a roadworthy.

The parkers work, the highbeam works but no low beam, I have changed the light itself and same result so its not the light. When you twist the light switch to low beam I can hear the relay click from under the bonnet so does that mean that the switch and relay are both operational?

where else can I look?

try swap the hi/lo relay over and see what happens.

pull the relay out
get a multimeter and put at across i think its 86 and 85 or it will be 30 and 87

either way it should come close to 100ohm if its below say 60ohm then chuck it and buy a new one
