Could be a faulty glow plug controller. Have a listen to see if the glow plug relay (underneath the flap next to the battery) is clicking when the key is turned to 'glow' There are 2 relays-check the smaller one on the right is clicking on. Also check blue and brown fusible links also..
I think from memory, the system relies on on of the relays creating an earth for 3 of the 6 glowplugs. Only one relay should switch on at a time to avoid a short circuit....When the first relay turns off, the second relay which would normally have been supplying the earth return for 3 of the glowplugs, now switches on and supplys power for the other 3 glowplugs through its other set of contacts which are connected to Batt +ve..
Mines a 4.2 diesel, but what I find is I have to wait to hear the relay click off after the light goes out..... have you tried that to just listen for the click.
2.8 glow system works differently to that of the 4.2. I think the 4.2 system turns off the glowplugs a little while after the lamp goes out, then pulses them a few times after the engine has started--depending on temperature.
