Will a 13.5 inch wide tyre fit a 7 inch wide rim?

Will it be pretty risky running such a tyre on that rim?

(35 inch super swampers on 15 inch rim)

i wouldnt recomend it. you really need a 10 inch rim, but a lot of people run them on 8's

i see people running 44x19.5's on 13.5 rims and 12.5 rims. It just boldges the sides out.

44's are usually rated for 10 - 14" wide rims, 13.5" wide tyres are usually rated for at least a 10" rim, maybe 9". 8" would be pushing it, 7" would be too skinny, especially if it is only a little 35" tall tyre.
