That all depends if the "signs" are up, or if the gates are locked. Although they to have a tendancy to disappear/open/break. They must use crappy locks.

I find lockpics work well - they leave the gate "locked open" and provides good evidence that it was clearly "meant to be open" rather than a missing lock, which implies bolt cutters.

In Victoria roads are closed for reasons.
In NSW roads are closed for 'ownership'. When they first asked me to fork out $$ just to come into a national park I just about hit the guy.
