Vic RWC's are only valid for 28 days after being issued. A person i know had a RW check done at a particular shop, and was passed. The tyres and rims were NOT legal, but the customer was told that the car "could"/"would" be roadworthy provided it was garaged and not seen on the road for 14 days after the issue date.
I would suggest from this that 14 days is the ass covering period, even though RWC's are valid for 28 days.

The largest diameter tyre a GQ patrol came out of the factory with was a 235/85/16. That gives it an overall height of 31 3/4 inches or 806 mm.
Given that you are only allowed to increase tyre size by 15 mm a 33 inch tyre is too tall.
Some came with 7.50 x 16 so a 33 is within height change, but width maybe an issue of course he could also just speak to an engineer and get it legal

I can email a copy of a genuine nissan tyre plackard that covers tyres from 31" to 7.50 16 to anyone with a real email, no yahoo, hotmail ect.

My Maverick recently passed with 33x12.5x15's. He picked on other stupid stuff though, so certainly not a dodgy job.
They were covered by the flares (garden edging) though.
