I would be cutting and moding the bar mounts,Evan though you say no towing,it will happen and the thing will come flying off.
For the extra couple of hours work,it's worth it for the safety..

reduces the risk of an front flip and it protects the radiator in the case of a rollover

As 4sum said, that one is pretty pointless when it comes to stopping an endo, and looks like it would still allow the bonnet to crush down in a full rollover.
This pic is a couple of years old now, but it shows what a true stinger is meant to be, you can see it'd do a great deal if the rig came over forwards, either stopping it from going all the way over, or at least making it pivot onto it's side where it could possibly drive out...or at least be much easier to recover.

Just a thought...who are you insured with (if you are insured.) Although you may not get pinched by the Police, if you have an accident and the insurance company has a chance to object...they likely will. (Especially if your at fault and they are facing a payout for injuries.) Also were you to whack something, with all the touchy feely magistrates about and a decent image of similar bars as the 'before' shot, it may also hurt if it comes down to a civil litigation.
Maybe if you made it similar to a nudge bar with a few bolts in it and when you get where your going attach the higher cross bar, that my be the go?
Also in NSW, I think the Police do have the option of giving you a blister/defect for it. Just have a chat to the ute boys at the musters and all the drama's they had with the big ass five posters. Most of them get pinched for protrusions and pojections from the body. Just cause your mates have never got a pill, doesn't mean you won't...all it takes is that one time.
