just to clarify, I've checked it over and there its not possible to get a direct power to ground connection unless you wire up the relays incorrectly.

Simply trace the earth wires back on the diagram and you will see its not possible to hit power without going through a fan first.

When I first saw the diagram this was a concern of mine but after checking it over it was all good.

If the third relay stuck on, fan M1 would always be on high, if low speed was selected, M1 would remain on high while M2 would not come on at all, if on full speed setting both fans would operate as normal. Not such a bad outcome.
