The front has one, and not the rear because there is more lateral force on the axle due to the steering. There are only two leaves by the look of it, and they aren't particually thick, unlike a cruiser or patrol that would have 5+ leaves in the pack. There are also some rear leaf setups with panhard. Usually they only have one or two leaves.
I wouldn't remove it. You would probably get death wobbles on the road, particually as the spring pack bushes wear.
