the LS1 is not known for a lot of low down torque. L98 6.0L is much better.
You can also try changing the intake manifold to one from a LQ4 Silverado LS. That will help with low down. Also as mentioned I think cam choice is wrong. Need a nice truck / tow cam.
I would go the 4.6 diffs with the 35's. I found economy can actually improve on these engines if they rev a little more, as they are more in there power range where they run more efficiently. The LS1 in a patrol needs extra tuning in mid and low range tables as they run totally different load points to a commodore.

Not a lot else you can do. LS for patrols is good for a race / play car, You want a tow car go with a Duramax or cummins :)

The reason the LS1 isnt KNOWN for low down power is that it FELT doughy in the early days due to all the torque management and detuning Holden did in the early tunes yet if you did a back to back dyno of the LS1 vs the 5L the LS1 still had more power and torque right from idle (ive done this). It just didnt FEEL that way with the arse dyno. The amount of times ive seen people say the LS1 lacks torque is crazy. It makes plenty, the L98 (in stock form) makes around 25nm more at 1500rpm. The Arse dyno could hardly feel the difference. Ive done quite a lot of dyno time with engines and intakes make very little difference down low as the air speed is too low to take advantage. The biggest gains i had with intakes was the OTR's which help at speed and top end but within 3rwkw down low. Ive also had many different types of throttlebodies and they cause more headaches than they fix. Try tuning a 120mm oval TB that used to bend at full throttle yet was purfect at idle... took a while to find that gem.

Now if you tune the engines, get rid of the torque manangement and crap that holds it back then they wake up VERY nicely. Ive personally seen 60rwkw increases at the top end. The best gains are obviously with a cam/heads where you can move the torque to the rev range as required but the wrong cam is as bad as the wrong tune. Even in stock form the LS1 makes more power under 3000rpm than most engines normally found in 4x4's make at full noise. Tuned right, setup right with the correct cam etc and its almost the perfect combo. Ive done a lot of towing with them, zero issues (NA, Supercharged, Twin turbo's, Stock, modded.. every combo)
