The two primary vendors for normalised spring steel are One Steel and Southmet Industries. But your chances of finding new steel plate to suit the leaf sprung rovers is next to nothing. If you are that keen to produce a custom spring with the OEM steels then purchase some old springs, have them fully stressed relieved, and tell a spring maker to start from scratch and build to your specifications. If the heat treating and post heating methods are controlled the end product will be good. You should still obtain a long service life from these custom units.
