hey guys just to clear up some info i can only speak of what i know but i work for a major player in the victorian insurance industry and i can tell you that it is the customers duty of disclosure to inform the insurer of any modifications and the insurer will then list these modifications on their contract, however it is also the customers responsibility and hence their duty of disclosure to check with the relevant state authority (vicroads) that these modifications or accessories meet the roadworthy requirments for that particular state. Also and im not pointing fingers or trying to start an argument, but in the eyes of an insurance company an enginneers certificate is a useless piece of paper.
