Outer Limits 4x4 Board

this a cruiser i was looking at buying, and i was just going thru my pics then and remembered that i saw this little rectangle with 2 rubber strips on it sitting under the bullbar... could anyone shed some light on this? obviously it would suck balls for approach angle

So when you hit pedestians it don't hurt them as much because there's a little rubber there
