Oil guage tells you oil pressure not oil level. This will vary depending on revs and temperature. What were the circumstances that the oil pressure (guage) dropped?
Black soot means incomplete combustion. Could be for a number of reasons, overfueling, bad injector spray pattern, bad timing etc etc. YOu would need a diesel mechanic to diagnose this for you.
Could simply be that you were working the engine too hard going up hills. BLowing a small amount of soot is not a probem, if you labour the engine up hills it will blow more soot, and if you havent washed the car for 5000km's the soot would probably build up.

the circumstances with oil pressure was at normal cruizing speed.it dropped and would come back up again so i guess it may be normal variation

no, thats wierd, you should have constant oil pressure at the same RPM
if you drop your rpm then it may go down, but certainly it shouldnt drop if you havent changed rpm.
