Have a look under car at handbrake lever , should be an adjuster nut on cable but if it 's an 87 model ' handbrake shoes might be buggered , they do not like mud , muddy water , Cheers Paul.

If it is the handbrake on the back of the transfer there is an inspection hole in the drum ( has a rubber bung ). With a flat blade screwdriver turn the adjuster in the brake through the inspection hole 1 way will loosen the other will tighten it. Make sure you adjust both sides so both shoes are in use.

Bingo!

First time you do it, you might want to take the drum right off so you can see what you are dealing with. Once properly adjusted, they can work quite well...until you drag them over a rock and bend the backing plate

There is very little adjustment in the handle end.
