Power steering whine??

Well, last night the power steering pump started to whine. Checked the fluid level and it was down considerably. Checked the box and it appears that the lower seals are gone. Topped everything up with the Lucas goo and it it has quietened down a bit.
Question: Does the whine indicate that the pump is on the way out or is that just cavitation?
Can I get away with just replacing the seals in the box? I seem to remember that it is not that hard??
Can the pump be rebuilt?

not all the time as i have just had this problem with mine the seals in the box went i replaced the seals quite a simple job and the wine is still there even after filling with new fluid and bleeding it.
I am lookin at rebuilding the pump now.
I got the parts from a place cloughy recomended (top job to by the way) they are very helpful and friendly and had the parts i couldnt find anywhere else at a reasonable price they are 4wheel drives and are located at 304 Middleborough road Blackburn south in Vic the number is 03 98900509.
seal kit for 3bolt box is $44

power steer pump seal kit $38.50
gasket kit $33
plus gst yes i bought there catalouge

Thanks guys,
Picked up a seal kit today from FWD at Yerongpilly up here in Brisbane for $43 (wholesale - full kit, they didn't have the minor one for the output shaft in stock but I figure I will eventually use it and the price was good.)
Shall have a crack on my next days off and see how we go. Until then I shall keep pouring the Lucas goo in.

I would not be trying to get the pitman off with a hammer as someone suggests. Will do damage to internals.

the whine is cavatation try bleeding your box
