would it be possible to hang a turbo or two off a lexus V8 in a 3rd gen hilux??
i know that a non turbo V8 has plenty of grunt, but would like more.
was also gonna run straight gas and aftermarket management.
would it be possible to get it legal in QLD??

No - it will not be possible to get it legal in QLD.
With batteries and radiator in the rear yes. You'd have to do some tricky work with air intake etc but nothing that wouldn't be any harder then the turbo pipe work. Maybe the hardest thing would be the drivers side exhaust manifold as the steering might be in the way. I'd have to walk outside and check but its to cold to do that now.
With radiator in front, I think you'd get them in but boy it would be tight and you'd have major cooling issues.

I can say with 100% certainty that you will not be able to LEGALLY put a Lexus V8 into the Gen 3 hilux and put twin turbo's on it and get it passed in QLD as the rules currently stand..

A guy on the surf forum has just had his Twin Turbo 1uz transplant approved and modded. They were more concerned with where he mounted the turbos than the fact they were there. From my checking there is no reason why one could be done legally in a surf and not a Lux??
