Clearcoat paint finish question...

I'm not sure why, but the average IQ around these days seems to be getting lower. Like why is it that some people no matter where you go seem hell bent on doing stupid things without worrying about the consequences??
After the weekend spent getting my car dirty, and with the water restrictions preventing me from washing it as soon as I got home, I drove it to work today as it was, and I was planning on washing it this afternoon on the way home.
Well some smartarse thought it would be funny to write "WASH ME" on the bonnet in the dust. I mean, for christ's sakes, it wasn't even in ENGLISH either!!...
So now I have this friggin god awful scrawl etched into the clear coat across the bonnet!! (^%*^^&#$^% *&^(*&^ !!!!!)
Tree scratches I can live with because they're purely random, and don't mean anything other than I had fun, but having this crap on my bonnet for all to see looks ridiculous to say the least.
One option is to kill the prick (I know who it was who did it). The second idea that came to mind was to run a key up the side of HIS car and see how he liked it, but his car is a Hyundai Accent piece of $hi#, and already has every panel either dinged or scratched because of his lack of driving ability. Another option (and probably more sensible option) is to make him pay to have it removed.
Has anyone found a product that works to remove surface scratches from clear coat paint finishes without swirling or leaving the paint dull? I have some of the Meguiars Fine Cut Cleaner, but on another vehicle I tried it on it left the paint dull and patchy.
I can probably get hold of a buffer, but I don't really want to go in hard with a heavy cutting compound.
