Imported drum brake linings debonding

Well, after some heavy duty offroad work including deep mud and lots of winching we went to change back to our road tyres. While we had the rear wheels off we pulled the brake drums so we could wash out the mud and check the brakes. First drum off - out dropped both brake linings. Went to the other side and same thing happened. Four shoes - four debonded linings

These shoes were only 5 months old and were hardly worn. They were bought from Repco who replaced them without hesitation with another brand, Silverline (which they promised to stand behind) but also claimed they had never seen it happen before. But about 3 years ago I had a single shoe debond while on a trip but dismissed it as a one-off.

Anyone else had similar trouble? They were made in China (I presume) but one would have thought they would be of adequate quality coming from Repco. Unfortunately I can't recall the brand (began with M, I think) I have Bendix pads for the front discs but was using cheaper shoes for the rear drums as I change them more frequently.
