if it doesn't have a waste gate, it would be delivering max boost. Maybe a new exhaust system

You may be used to external wastegate's that you can see...? The ones on factory turbo's are internal, in the exhaust housing. You will see a rod coming out the top of the exhaust side of the turbo with a vacuum diaphram on top??

so if it didnt have a wastegate... put on a 3 inch exhaust system on it??

Surely it has a wastegate..... Otherwise it would be free boosting..... Got a photo?

Put a 3 inch exhaust on it with no boost control and count down to it goes 'pop' :D

there is a hose that runs from the diesel pump to the exhaust manifold that bolts onto the turbo... i have my boost gauge running off this line...

then I believe that is where you would plumb in a boost controller.

these might help

so wot wud the boost controller do??? does it reduce the pressure going to the wastegate so that there is more boost before the wastegate releases it??

Do some reading dude. It'll make it alot easier to explain.

Here is a good start

http://en.wikipedia.org/wiki/Wastegate

Then type other words in the search box on the left hand side ;)

Set the boost the same way as you would with a wastegate
