Wheel centre hole spacer thingy

Quite some time ago a shop sold me some 15x7 rims and 31's for my poojero.
Now i've been told recently that they're not legal or safe to use because the rims weight is being taken by the wheel nuts, not the raised part which should sit snugly into the hole in the centre of the rim.
First problem, is I don't know what to call this, secondly, can i get, is it legal to have and what would you call a spacer to fix this problem...?
(I would have searched, but I don't know what to search for)
