QLD LPG installer question, LPG Grant

OK, i have a question.
i have fitted a LPG system to my truck, using second hand tank and throttle body, and all new convertor and lines.
I would like to be able to claim the gas rebate.
I have had the system complianced, but htey guy who complianced it will not put his name on the claim form because he did not fit the system. He will not even do it if i disconnect all the lines, take it back to him and get him to connect all the lines.
He also says that government will want to see a single paid invoice for like $2000 for SUPPLY and FIT of the system, how is this possible when you can use a second hand system.
My question is, if i disconnect all the lines, and take it into a gasfitter and pay him like an hours labour to connect the system and send in that invoice as well as the invoices for the other components i bought for the system, will that be good enough to get the grant.
Or is there any gas fitters on here that will sign the form and supply an invoice for me so i can get the grant. I will be willing to pay just toget a piece of paper (please only contact by PM if you can help) As i mentioned the system has been checked and complianced by a professional gasfitter so it is all done right and is safe.
