well heads have to come off, seals themself are pretty cheap. but if you cant do it yourself, will work out to be a few $$$$ if you can live with it, just leave it and top your oil up once every 6 months

There are tricks which allow the valve stem seals to be replaced without pulling the heads off - essentially, fill the cylinder with something to prevent the valves opening, and away you go.

It's the "fill the cylinder" bit which opens the door for the F*ck-Up Fairy. Some people advocate compressed air through the spark plug port - OK if you can keep the pressure up for as long as required.

Others feed in a length of rope, then turn the engine by hand to compress the rope between piston & valves. This is fine if the engine doesn't "turn back", and the rope doesn't leave anything nasty inside the cylinder.

There may be other methods of which I'm unaware, too. So, if you're reasonably competent with your hands, it can be done without pulling off the heads. If something goes wrong, the heads need to come off anyway. And you need to strip the engine so far that it's not much more effort to pull the heads off anyway. How's your timing belt/water pump? ;)
