From Surf to Xtra-Cab

G'day all
Just got a few questions on what to do, where to go first.
Pretty much i bought a seized, unregistered (just ran out is all) 94 mod,automatic, 2.4turbo diesel surf, all the whiz bang electrics. i took the whole turbo manifold off and put it onto a fresh 2.8 with a hilux man gearbox. i also ripped off the surf cab, put a 95 mod Xtra-Cab hilux shell on. i didn't have to change any body mounts or cut or weld anything.
Now i'm in the process of re-registering the beast. it looks completely stock, nothing modified to the eye.
1. Do i get a roadworthy first, then the mod plates, or mod plates first then roadworthy?
2. Will i need a mod plate for the turbo?
3. I will obviously need mod plates for the Cab swap, engine swap, gearbox swap, anybody know roughish how much?
4. Has anyone done something sorta like this, any tips?
