Disconnecting the automatic chock!

hey all,

I'm having slight problem with my car, the auto chock ant turning of well at least that's what I think it is I read my manual and my car should idle at 700 rpm seems to be sitting on 1500 rpm until I knock it into gear then it drops to bout 1000 rpm.

I’m not sure exactly what that problem is I tryed adjusting the mixture pin and that did not seem to help, can someone please tell me how on disconnected this or how I can fix this problem if you think it is something eles.
