$10 in paint is a whole lot cheaper than $200^ in rims! I'd just get em sandblasted and then respray them. Could probably buy all the tools to do it yourself for under the price of new rims too! You could if you wanted to do it without taking the tyres off the rims rub them down and mask off the tyres to prevent the paint getting on them and rattle can em just like that :D (dodgy tho but all well  )

My rims (see link below this post) are powdercoated OVER the standard white speedy rims.. they have a few chips in them from tools (such as a hammer) being dropped on them from high up... but all in all its a cheap and effective option.

I also paper-mache'd the tyres on my old astra when i had it and used a rattle can to primer and then spray them silver - all the preparation consisted of was blasting with a hose... the paint on them stayed on perfectly for over 6 months through the end of summer and all of winter till i sold it.

If your going to spraycan them get some of that Belton paint from Bunnings.
It's thick as German paint that goes on nice and is tuff once it's dried.
Costs a bit more but def worth it.
